Jayne Schmidt

Executive Director

Jayne is a social worker with over 20 years experience in public policy in child welfare.  

Prior to joining CEAS, Jayne worked at the Council on Accreditation, the premier accrediting body for child welfare agencies.  Her work included the development and revision of accreditation standards for child welfare services.  In 2006, Jayne led COA’s team in the development of the Hague Intercountry Adoption Accreditation Process and managed the program for 12 years overseeing the accreditation and oversight of adoption service providers.  Jayne has prior experience in child protection, inpatient and outpatient mental health services, government relations, and has served as a Field Instructor for Social Work students.

Rebecca Braun-Slife

Accreditation Consultant

Becky is a social worker who has worked in intercountry adoption since 2005. She started in the field by providing diverse direct service and program and adoption services. She later transitioned to the Council on Accreditation where she provided accreditation and monitoring and oversight services. Becky also works at Columbia University School of Social Work, advising graduate students.

Jim Murphy / President and Chairperson
As the D.C. based Managing Director of Management HQ, Jim also serves as the Executive Director of the National Association for Regulatory Administration (NARA), is a National Advisory Committee member for the Child & Youth Care Certification Board (CYCCB), and a member of the Children's Environmental Health Network’s Eco-Healthy Child Care® National Advisory Committee. Previously Jim served as a Director at the Council on Accreditation (COA) overseeing national accreditation services for child & youth development programs and with the Department of Defense. Jim has more than 30 years experience working with children, youth and families.


Lori Roxbury / Treasurer
Lori has worked in the social service field for over 35 years. As a licensing specialist for the Colorado Department of Human Services (CDHS), Lori transitioned to leading the establishment of CDHS as an accrediting entity for Hague Intercountry Adoption Accreditation. After retiring from CDHS, Lori worked with the Council on Accreditation to conduct complaint investigations as served as a Peer Evaluator for COA.


Caroline Louissaint / Secretary
Caroline has over 20 years of experience in program development, executive leadership, volunteer management, and board governance.  Currently, Caroline provides consultation services in project management to an international professional association representing human care licensing programs and provides consultation in program and grant development to a local community foundation.  Previously, Caroline provided strategic governance support, resources and consultation to a national federated organization, and worked at the Council on Accreditation providing oversight of the overall operations and management of over 1000 professional executive volunteer peer reviewers and over 800 site visits annually for organizations seeking accreditation.
